Added external identity support for Domainless federation

With the general availability of Domainless SAML IdP federation in Entra ID, you can provision a Cloud PC for an external identity whose email domain differs from the domain configured on the SAML IdP. These users must redeem their invitation to the organization prior to signing into the Windows App.
