Chroma subsampling default change to 4:2:0

To reduce monitor support issues, the Windows 365 service now defaults the chroma subsampling at 4:2:0. (instead of the previous 4:4:4). For more information, see Change the default chroma value for Windows 365 Cloud PCs.
